'Accounts Locked' notification appears in the Time or Travel Variances page when appointments have already been invoiced prior to the variances being processed. If the variances require action, a new invoice must be created, otherwise the process should continue as usual.
An important part of efficient payroll and invoice management is to action variances regularly to ensure they are done first before invoicing.
